No commission sat this week — city minutes for two earlier sittings backed every disposition we printed, and the next three Tuesdays now carry the test

No land-use commission sat in Austin this week: the Planning Commission released its September 29 extra meeting, and the Zoning and Platting Commission last sat September 15 and next sits October 6. Nothing below is a new disposition. What moved was the record. City minutes posted for two sittings this desk had reported from transcripts, and every disposition we printed held — seven of seven at the September 8 Planning Commission (certified — approved minutes), four of four at the September 15 ZAP (draft minutes — not yet approved). The September 22 Planning Commission is now in the certified store as well, counting two approved, seven postponed, item for item what the last issue printed — but those rows were written from the same transcript, so that is consistency, not confirmation, and every September 22 outcome stays (provisional — transcript). No vote count is printed for September 22, because the commission stated none.

AOctober 13 is two rooms. Per staff on September 22, the Community Development Commission's October 13 agenda carries an item on existing-multifamily rezoning cases that have not received final action from City Council, under Council Resolution 20260423-039, with C14-2025-0051 (Woodward Mixed Use Flats, D3) the file that surfaced it; how the CDC's view reaches the Planning Commission was, per staff, still being developed (provisional — transcript). Woodward stands at eleven settings in the certified store since October 28, 2025, every one postponed. The same night, the record sets six items for the Planning Commission: the 1221 S IH-35 pair (NPA-2026-0021.03 + C14-2026-0040, D9) on staff's postponement, its third setting to come (provisional — transcript); and, parked there on August 25, Wickersham Retail (C14-2026-0016, D3, neighbourhood request); Wesley Property Donation (C14-2026-0028, D1, neighbourhood request); Barton Springs Zone SOS Amendment (C20-2026-008, staff request); Wesley Relocation Project (NPA-2026-0009.01, D1, neighbourhood request) (August 25 minutes — approved September 8). Neither agenda is posted. The read: the first CDC night will say more about process than outcomes — whether the CDC issues something a case can carry to the Planning Commission, and whether any case is held pending it, is what an underwriting timeline needs.

BZAP October 6: three first settings, and one staff does not recommend. C14-2026-0057 (3601 Davis Lane, D8), GR-CO to CS-CO — staff's posted recommendation is Not Recommended. C14-2026-0019 (Dalton Airport Overlay Rezoning, D2; I-RR to LI-CO) and SP-2024-0279C (Harris Branch E-35A Condominiums, D1; a three-year site plan extension) are both staff-recommended. The certified store holds no prior setting for any of the three. The agenda also approves the September 15 minutes. The read: a staff recommendation against a rezoning is the less common paper; the realistic paths include a postponement to narrow the ask, a commission recommendation either way, or a conditional overlay — none of them a prediction. Watch the backup before Tuesday. D8's decade baseline reads 336 hearings at 48.0% of decided approved.

CHoward Plaza comes back with its public hearing closed. The September 15 draft minutes confirm what the transcript gave us — C14-2026-0046 (Howard Plaza, 3127 East Howard Lane, D1) postponed to October 20, Commissioner Stern the vote against — and add what it did not: the commission closed the public hearing before voting 8-1 to postpone (draft minutes — not yet approved). Unless it reopens, October 20 is a deliberation, not another round of testimony. A wording note on our own earlier issues, not a correction of any outcome: where they said no count was taken or stated, the minutes now record one — 11-0 on every September 8 item (certified — approved minutes), 9-0 and 8-1 at ZAP September 15 (draft minutes — not yet approved). Every disposition is unchanged. The September 8 minutes also record the August 25 minutes as approved, and record their own approval at the following meeting, dated in the document September 23; the commission sat on September 22.

DOctober 27 has not moved. The record sets four items for that night, all from September 22: C14-2025-0051 (Woodward Mixed Use Flats, D3); C14-2025-0115 (Airport and Koenig Multifamily, D4); C14-2026-0050 (2020 West Anderson Lane, D4); NPA-2025-0018.02 (Airport and Koenig Multifamily, D4) (provisional — transcript). Both density-bonus tier requests the commission has yet to take on the merits — GR-DBC30 at Woodward and GR-DBC45-NP at 2020 West Anderson Lane — are among them, and the Airport & Koenig pair would reach its seventh setting with no merits vote yet. October 13 is the leading indicator: Woodward's CDC stop lands two weeks earlier.

EThe desk's own calls — now gradeable, not yet scored. Nine calls were logged against the September 22 docket, every one the model's base-rate prior (0.2895) reading not consent. With the sitting in the store, the ledger's first-decided-hearing rule can be applied: five cannot score — their files were first decided at earlier sittings — and they are not counted in the desk's favour. Of the four that can, the split is two hit and two miss (provisional — transcript). The ledger has not run its scoring pass since the store gained the sitting, so they are not yet written there. As its September 28, 2026 run left it: 24 scored calls, a Brier score of 0.382 at 29.2% accuracy against an observed consent rate of 70.8%. Published because it is measured, not because it is good.
FThe data layer moved, by exactly the sitting. The certified record now holds 9,263 heard hearings, 7,809 agent-attributed, data through September 22, 2026, at a measured 99.8% coverage of the source documents' own item counts since 2016 (weakest year 2020, 98.7%). The nine September 22 rows moved five district baselines: D3 now reads 1,730 hearings at 32.0% of decided approved against 63.6% postponed; D1 1,353 at 53.3%; D9 914 at 48.4%; D4 466 at 49.8%; D10 456 at 53.0%. A count is a floor; a rate is an estimate over the held sample.

The read for the underwriting desk: a week without a sitting is a week to check the instrument. Two city-authored records caught up with this desk's transcript-based reporting and every disposition held, while the procedure and the counts arrived only with the minutes — Howard Plaza's closed hearing is the example. The transcript is a reliable first read of what was decided and an incomplete one of how; the label exists for exactly that gap.

Next on the calendar: October 6, ZAP — three first settings, one staff-not-recommended, and approval of the September 15 minutes. October 13 — the Community Development Commission's first existing-multifamily item, per staff (provisional — transcript), and a Planning Commission night the record sets at six items; neither agenda posted. October 20, ZAP — Howard Plaza, hearing closed (draft minutes — not yet approved). October 27 — the four-item cluster (provisional — transcript). November 10 — Nirvana Retirement Complex (SPC-2026-0116A, D1) (provisional — transcript). The September 22 draft minutes are expected as October 13 backup and will convert that sitting's label.
