The pre-chamber clears in sixteen minutes — two indefinites, a DB90-tail approval, and a record layer that nearly doubled

Last issue called August 25 the pre-chamber, and the pre-chamber held to script: thirteen hearing items — the fall's heaviest posting — resolved in a single consent motion, without objection, inside a sixteen-minute session (6:00 to 6:16 PM). The meeting's minutes have not posted, so every August 25 outcome below is provisional — transcript, scored against the official meeting transcript and re-certified when the record posts. Everything the parties had negotiated cleared; every contested file bought time or left the calendar entirely. The desk also lit up half of last week's dark record — the official August 18 transcript is now in hand, but it is partial, and the one disposition that mattered most sits beyond it. And underneath the docket, the record layer moved more than any single case: the decade backfill completed, the certified store nearly doubled, and every baseline in this issue is re-derived.

AThe sixteen-minute consent sweep. All thirteen hearing items on the August 25 Planning Commission docket resolved on one motion, without objection. Cleared: 1801/1805 W 35th (C14-2026-0048, D10) approved as amended with an applicant-offered 39-foot height limit; 1076 Springdale (C14-2026-0041, D1) approved GR-V-DB90-NP; the Springdale & E MLK pair (C14-2026-0052 + C14-80-135(RCT), D1) approved; the James Harvey and Pearl Caldwell House historic zoning (C14H-2026-0039, D9) approved. Parked: the Wesley pair (NPA-2026-0009.01 + C14-2026-0028, D1) and Wickersham Retail (C14-2026-0016, D3) to October 13 on neighborhood requests; Woodward Mixed Use Flats (C14-2025-0051, D3) to September 8 on staff's; the Barton Springs Zone SOS amendment (C20-2026-008) to October 13 on staff's. Every result carries the provisional — transcript label. The transcript states no numeric vote and names no commissioner in the disposition; it records a motion, a second, and no objection.

BTwo indefinites left the calendar in one evening — one applicant-side, one staff-side. The Congress Views pair (NPA-2025-0020.04 + C14-2025-0096, D2) was postponed indefinitely on the applicant's own request, whose papers were pre-posted as agenda backup before the gavel — a party spending its own calendar, which this desk reads as among the highest-signal paper a docket carries. The 600 E Riverside PUD (C814-2025-0001, D9) was postponed indefinitely on staff's request, with the recommendation still unwritten. In the postponement taxonomy these are different classes — an applicant-side calendar exit is a strong cautionary time signal and nothing more until a reason is on a record; a staff-side indefinite with no recommendation is staff-procedural, neutral until more is on the record. Neither is a disposition. The effect is the same: two contested files off the fall calendar, no return date on either, and the fall concentrating further onto September 8. No reason for the applicant ask is on the posted record, and this desk does not supply one.

CThe August 18 record is half-lit — and the half that matters most is still dark. The official ZAP transcript retrieved this week is partial: it ends roughly ninety-five minutes into a meeting whose own chapter markers run past two hours. What it captures is scored. The 20-foot cut/fill variance at 3900 W Howard Lane (SP-2026-0221D, D7) was approved unanimously on consent with five Environmental Commission conditions read into the record: 150% tree mitigation (110% on-site in caliper inches, minimum 670 trees), rain-barrel water reclamation, a 50-foot no-mow zone at the critical environmental feature along Mopac, 100% native planting per Appendix F, and EV charging at 10% of new parking. The July 21 and August 4 ZAP minutes were approved on the same consent agenda. What the transcript does not capture is Circle C Tract 110 (C14-2025-0064, D8): the file finally stood at its fifth setting, staff presented it as amended to add a 0.294-acre second tract for the access point, the applicant presented, a long roster spoke for and against, and the public hearing was closed on a motion — then the retrievable transcript ends, mid-question-and-answer, before any motion on the merits. No outcome is asserted. The disposition first prints when the September 1 ZAP agenda's minutes item is approved.

DThe DB90 tail scored, the DBC conversion got its date, and the floor under every number nearly doubled. 1076 Springdale took its GR-V-DB90-NP approval on staff's recommendation — the old program's tail still clearing through the new regime. One session away, Woodward's MF-3 → DBC-30 conversion, the docket's first DBC-designated request, took staff's postponement to September 8, where it gets its first dais pricing in the city's hardest room. Both provisional — transcript. And underneath the docket, the decade backfill completed on August 25: the certified record now holds 9,242 heard hearings, 7,789 agent-attributed, at a measured 99.8% coverage of the source documents' own item counts since 2016 (weakest year 2020, 98.7%). A count is a floor; a rate is an estimate over the held sample. Every district baseline in this issue is re-derived from that fuller floor and is not comparable to the figures printed in prior issues — D3 now reads 1,727 hearings at 32.0% of decided approved against 63.6% postponed, still the hardest room in the city; D1 reads 1,348 hearings at 53.2% approved against 35.9% postponed, one of the moving ones.

The read for the underwriting desk: the pre-chamber thesis wrote itself into the transcript. A thirteen-item posting resolved in sixteen minutes because there was nothing left to argue in the room — everything negotiated had already been negotiated, and everything contested bought time or left the calendar. By the time a file reaches a dais in this city, the room is where outcomes are recorded, not decided; the decisions live in the paper, and this desk reads the paper. Two indefinites in one evening is the sharper fact, and both of them concentrate the fall onto September 8.

Next on the calendar: ZAP September 1 — one hearing item, a five-year site-plan extension for SP-2021-0395C(XT2) (Indian Hills Multifamily Phase 1, D1, staff-recommended), and the minutes item that first prints the Circle C disposition and converts this issue's provisional ZAP labels. PC September 8 has no posted agenda yet (expected ~September 4); already directed there on the record are 1900 Rosewood, Airport & Koenig, and now Woodward. Three contested files — the Wesley pair, Wickersham Retail, and the Barton Springs SOS amendment — are parked on October 13, a five-week grant where August's postponements ran two.
