The record posted: a downtown waiver goes to Council with no recommendation

The record layer moved one notch this week. The July 28 PC minutes posted — as draft, filed as backup to the August 11 agenda — and scored all four of the desk's open calls on that docket: two density-bonus postponements confirmed onto the fall calendar (Aug 25 and Sep 8, both applicant asks, both consent 10-0), one clean industrial grant on consent, and the week's headline artifact — the downtown parking-separation waiver at 815 W 11th, where a motion to deny failed 4-2-3 and the item now travels to Council without a recommendation. Planning Commission met again August 11; that record is dark, and nothing from it is scored: every August 11 item is carried as heard Aug 11 — outcomes publish when the record posts.

AA no-recommendation forward is rarer — and more informative — than a denial. Three settings in, the commission closed the hearing 10-0, then split 4-2-3 on a motion to deny, three abstentions. The DMU parking-separation standard now gets its precedent set at Council, de novo, with no commission cover in either direction. Model downtown waiver asks as Council-risk items, not commission-risk items, until that precedent lands. Nothing is asserted about how Council rules; the point is where the decision now sits.

BAugust 11's contested files moved by paper before the gavel. The Airport Blvd pair (NPA-2025-0018.02 + C14-2025-0115, D4) filed a timely applicant ask to Sep 8 — the stated reason: more time for dialogue with neighborhood stakeholders. Congress Views (NPA-2025-0020.04 + C14-2025-0096, D2) arrived contested in backup: a neighborhood time-ask, two applicant responses, a support letter, and public comment. Wickersham Retail (C14-2026-0016, D3) carried staff's own postponement request against a staff Not Recommended. Dispositions publish when the record posts.

CCircle C posts a fourth setting. The conditions-of-zoning change at 11010 1/2 S Mopac (C14-2025-0064, D8), heard Aug 4 with time asks pre-filed by both the neighborhood and staff, is posted again as item 2 on the Aug 18 ZAP agenda — its fourth setting after April 21, May 5, and August 4. The Aug 4 record has not posted, so no Aug 4 disposition is asserted; our read is that a file reappearing on the next agenda bought time rather than a decision — the posted record says whose ask carried. In D8's decade, 47.9% of decided outcomes are postponements: calendar management is what a D8 position costs.

DThe scoring cascade is queued for August 18. Item 1 of the ZAP agenda approves the July 21 and August 4 minutes together: when they post, the desk's five open August 4 calls score, and July 21's provisional results — including the 6-3 on C14-2025-0089 — re-score against the certified record. The fall PC stack is concentrating: Aug 25 holds Woodward (C14-2025-0051, D3, confirmed); Sep 8 holds 1900 Rosewood (confirmed) plus the Airport Blvd ask. Neither Council handoff — 815 W 11th, C14-2025-0089 — showed a posted setting as of this issue.

The read for the underwriting desk: the docket layer is the leading indicator, the record layer is the reconciliation, and the spread between them is the desk's edge.
