The six-minute docket: zero density-bonus files, two records pending
The week's signal is in the shape of the docket, not a vote. ZAP's first-Tuesday session carried seven items — five ordinary map cases, one conditions change, one site-plan extension — and the posted video of the meeting runs six minutes and fifty-three seconds, with no discussion-item chapter at all. No transcript or minutes have posted, so every August 4 item is carried the only way this desk carries an unposted record: heard August 4 — outcomes publish when the record posts. What the agenda itself settles is worth more: for the first time this summer, a zoning docket arrived with zero density-bonus files on it. The contested class now queues entirely at Planning Commission, on dates already written.
AA 6:53 meeting is a fact; an outcome is not. The posted video's chapter markers list a consent agenda and committee updates — no substantive-hearing chapter. That shape is consistent with consent dispositions across the live docket, but consistent-with is not a result: nothing is scored until the record posts. Nine of the desk's logged calls — four from July 28 PC, five from August 4 ZAP — sit open against two unposted records at once.

BCircle C Tract 110 took its third setting with time asks pre-filed by both sides. The conditions-of-zoning change at 11010 1/2 S Mopac (
C14-2025-0064,
D8) — before ZAP April 21, May 5, and now August 4 — arrived with postponement requests from the neighborhood
and staff in the backup, beside a staff recommendation on the merits. The paper says the string on this entitled tract is still being negotiated somewhere other than the dais. Disposition posts with the record.

CThe live map asks were single-family-to-commercial conversions — same ask, opposite rooms. 7217 McNeil Dr (C14-2026-0049, SF-3 → CS) filed into
D6, the easiest room in the city (55.6% of decided approved); 4201 Westbank (C14-2026-0043, SF-2 → LR) into
D8, which postpones nearly as often as it approves (47.9% vs 45.0%). Both staff-recommended, no opposition files in backup. If July's grant-the-entitlement-trim-the-string pattern holds, these two are its cleanest test: read the exhibit when the record posts, not the vote.

DThe fall stack holds the contest. Every contested-density thread now queues at PC: August 11 inherits Airport & Koenig (C14-2025-0115 + NPA) and Congress Views (C14-2025-0096 + NPA); August 25 takes Woodward Mixed Use Flats (
C14-2025-0051,
D3); September 8 takes 1900 Rosewood Block (C14-2026-0008,
D1). No Council setting for
C14-2025-0089 had surfaced as of this issue; no DBC filing has yet opened the new regime's book. ZAP returns August 18.

The read for the underwriting desk: the docket layer now runs days to weeks ahead of the outcome layer, and that spread is the desk's edge. Price the settings and the string; treat the outcome as a lagging indicator you reconcile, not a leading one you wait for.
Next on the calendar: PC August 11 (agenda expected ~August 8), ZAP August 18. Two records — July 28 PC and August 4 ZAP — are pending as of this issue; a quiet docket is a real week, not a gap in the record.
